I'm not gonna actually ote cus I think that in cetain topics like random chat etc, but in the individual realms, they should IM the ruler to get a thread posted so that there's no replication of topics, like a convo about
Legolas in the LOTR area and someone starting an Orlando thread in the LOTR area..cus they would basically be about the same thing.

I think that members should be able to start topics. Mods can always delete replicas later. Especially in some realms where the ruler is not active...
And besides, I don't think that new members really want to ask rulers to post thread for them, I know I wouldn't.
